Three Decades after Democratization in Korea 

– Political System, Society and Economy

Synopsis

Thirty years have passed since formal democratization in 1987 in South Korea. Since then Korea has undergone the two turnover test (1998 / 2008), and it overcame economic and finance crises. However, social inequality is higher than before democratization, and social conflict has been exacerbating. The main question for Korean social science is whether current democracy in Korea has the capacity to heal social conflict and integrate society, because the further development of democracy in Korea depends on its ability to overcome of these challenges. 

Social integration is the key problem in every mass society democracies. The purpose of this conference is, therefore, to examine the way in which Korean society has coped with this problem politically, socially and economically since its democratic transformation, and to discuss future tasks. 

The presentations and discussions are divided into three sections each of which has its own panel dealing with the themes political system, political society, and political economy. The conference brings together experts on the respective fields from the partner universities of FU-KoreaNet (Ewha Woman’s University, Korea University, Seoul National University, Sogang University, Yonsei University) as well as Korea Democracy Foundation. The conference is jointly organized and funded by the FU Berlin and the Korea Democracy Foundation.

Each panel includes three presentations a 25-30 minutes followed by a brief but concise discussion of the paper by a designated discussant of 10-12 minutes, before the floor is opened for the remaining time. The conference organizer intend to publish all presentations and discussions into an edited volume. This volume will have an introductory chapter that provides the outset of the book as well as a final chapter that integrates and discusses all chapters to draw final conclusions at the end.

 

민주화운동기념사업회(Korea Democracy Foundation) 산하 한국민주주의연구소(Institute for Korean Democracy)는 10월 25일~27일 독일 베를린에서 “한국 민주화 30년 -정치, 사회, 경제-”를 주제로 6.10민주항쟁 30주년 기념 국제학술토론회를 개최합니다. 

독일 베를린자유대학(Freie Universität Berlin), 독일 베를린자유대학 한국학과(Insitute of Korean Studies),  FU-KoreaNet (이화여자대학교, 고려대학교, 서울대학교, 서강대학교, 연세대학교) 과 공동을 개최하는 이번 학술토론회에는 독일과 한국의 각 분야별 전문가 20여명이 모여 독일의 경험을 공유하고 한국의 민주주의의 미래와 과제를 논의하고자 합니다. 

이번 학술토론회에서는 1987년 한국의 민주화 이후 30년이 지난 2017년 현재 한국 민주주의의 미래에 초점을 맞추었습니다. 87년 이후 한국은 1998년과 2008년 경제적 위기와 금융위기를 극복하며, 두 차례의 큰 사회적 전환을 경험했습니다. 이러한 가운데 사회적 불평등은 민주화 이전보다 높아졌으며 사회적 갈등은 더욱 더 악화되고 있습니다. 이제 한국 사회의 주요 문제는 한국의 현재 민주주의가 사회 갈등을 치유하고 사회를 통합 할 수 있는 능력을 갖고 있는지 여부가 중요하게 대두되고 있습니다. 즉 한국의 민주주의 발전은 이러한 도전을 극복 할 능력에 달려 있습니다.

사회통합은 현대 민주주의 국가에서 핵심적인 문제입니다. 따라서 이번 컨퍼런스의 목적은 독일의 경험을 공유하고, 한국 사회가 민주적 변화 이후 정치적, 사회적, 경제적 분야에서 이 문제를 해결하고 미래의 과제를 논의하는 방식을 검토하고자 합니다.  

주요 참가자로는 Günther Maihold(Stiftung Wissenschaft und Politik), Werner Kamppeter(Friedrich Ebert Stiftung), Barbara Fritz(Freie Universität Berlin), 이은정(Freie Universität Berlin), 박명림(연세대학교), 조기숙(이화여자대학교), 강원택(서울대학교), 신진욱(중앙대학교), 권석균(한국외국어대학교), 송의영(서강대학교), 김윤태(고려대학교), 박상인(서울대학교), 정상인(서원대학교) 등이 있습니다. 

 

이번 국제학술토론회의 결과는 베를린자유대학 한국학과에서 발간될 단행본 “The Quality of Democracy in Korea- Three Decades after Democratization"에 추가, 보완될 예정입니다.
